New Leonardo da Vinci project started
ESSEEM a new project focusing at "European Shotfirer
Requirements" which is related to EUExcert has recently started
The project Leader of ESSEEM is NFF Prosjekt, represents the
Norwegian member of EFEE [European Federation of Explosives
Engineers]. EFEE strives for improving the competence within
rock blasting and demolition, two important sectors of the
European mining and construction industry handling energetic
materials [explosives and detonators]. Enhanced and harmonised
training opportunities are of paramount importance for the
overall safety and improved mobility of labour force and staff.
The nineteen national societies within EFEE have since start
1989 worked on educational requirements. A protocol was
unanimously adopted and the EFEE – Shot firer - Certificate was
introduced 4 years ago based on national certificate approval.
EFEE has, during the recent years, observed that the training
requirements must be backed by jointly prepared training means.
The "ESSEEM" project concerns harmonised European Technical
Training. It will cover the adopted training requirements for
construction and demolition utilising energetic materials. The
requirements are given in the "European Shot firer Requirements"
valid for rock blasting and demolition respectively. The
competence requirements for the European shot firer fits to the
education level 4. Europe is basically cross borders open for
construction enterprises, the supply of materials and in general
also for staff and labour force. For the use of energetic
materials, however, hindrances are met. National certification
to prove the competence of the shot firer is required.
Competence in this respect is twofold: - On the one hand side
the language and local laws/regulation competence - On the other
hand side the technical competence. The ESSEEM project concerns
the technical competence and will provide the tutorial basis for
harmonised technical competence that qualifies for the European
Shot firer Certificate. At a later stage, beyond the scope of
the ESSEEM project, a certification system of
schools/institutes/in-house company training will be dealt with.
EFEE (the European Federation of Explosives Engineers) has
discussed the ESSEEM project during the last 2 years. The
implementing of the project without economical support from the
European Union is beyond available.
